September 1st Deadline for Tow Truck Operators and Vehicle Storage Facility Employees

AUSTIN, August 5, 2008 – The Texas Towing Act and the Vehicle Storage Facility Act require all tow operators and vehicle storage facility (VSF) employees to be licensed by September 1, 2008.


All vehicle storage facility employees are required to be licensed. This includes office staff, field staff; everyone working at the facility must be licensed.
Tow truck operators are required to have a license in one of the following areas:

  • An Incident Management license allows a tow operator to perform non-consent tows initiated by a peace officer, and also Private Property Tows and Consent Tows
  • A Private Property license permits tow operators to perform a non-consent tow authorized by a parking facility owner and also consent tows
  • A Consent Tow license is required for a tow operator to perform a consent tow authorized by the owner. Consent tow trucks may only do Consent Tows.

Tow truck operators and VSF employees must be registered. The Act requires TDLR to perform a criminal background check of all applicants, thus increasing the time needed to process the application.
